ITEM 127-121-R0505 The Board of Regents directs the Commissioner of Higher Education to proceed toward a University System data warehouse, which includes finance, human resources, student, and financial aid components, and provides executive and management level standard report capabilities. The Board of Regents further directs the campus Presidents to work with the Commissioner to provide the resources, both personnel and financial, that are required to successfully implement the Regents Data Warehouse Information and Report System. The Commissioner is further directed to give a formal report to the Board at each meeting regarding the progress of this effort.
THAT:
The Board of Regents authorized the implementation of the SCT Banner System in November 1997, contemplating that the Board of Regents would have an integrated enterprise university system administrative information system , and that there would be seamless integration among financial, human-resource, and student records systems.
The Board of Regents authorized the Phase I and Phase II development of a MUS data warehouse on September 1999. Phase I was approved to facilitate for UM and MSU campuses IPEDS reporting, enrollment reporting, Regents enrollment reports, commercial guidebooks, and student records. Phase II included a consolidation of information from MSU and UM warehouse and to implement Web for Executives, Oracle Express, and Oracle Discoverer. The item that was approved by the Board of Regents stated This warehouse will provide a decision support system with summary data from the MSU and UM warehouses. The intended primary users are OCHE staff, the Board of Regents, the executive, and the legislature.
EXPLANATION:
The Montana Board of Regents of Higher Education and the Office of the Commissioner of Higher Education must retrieve most campus or system data (except some student data) by requesting data from the campuses. See attached memo
When the Board of Regents authorized the Banner implementation and the MUS Data Warehouse, the Regents clearly anticipated that their ability to obtain electronic and timely management reports would be facilitated and enhanced. The capability to obtain semester enrollment reports has been automated. However, since few front-end reports were designed, the Regents and the Commissioner must rely on their staff to download data and create separate reports, even for the student data warehouse. All other processes and reports are generated by requesting data from the campuses and re-keying or pasting the campus submission into reports created by OCHE staff or by using reports generated by the campuses.
