Board of Regents Policy: Physical Plant - Section 1003.7
This authority request is for an amount greater than $150,000, which requires the following additional information:
(a) Project Description:
The work performed under this authority encompasses maintenance, repair, improvements and replacement of existing student parking lots, including paving, curbs, signs, striping, lighting, landscaping, storm drainage systems, access drives, and associated pedestrian sidewalks. We anticipate design and or construction to include at least the following work:
- Hamilton Lot
- Hapner Dormitory Oval
- South Fieldhouse Lot
- Various maintenance seal-coating on other lots on campus
- Road Repair on various streets
(b) Cost Estimate and Funding Sources:
Design fees are generally 15% of construction costs.
Funding sources will be a mix of non-state funds from Parking System Revenues and Auxiliary Operations Revenue(Renewal and Replacement Budget) in excess of debt service obligation.
(c) Programs served, enrollment data, projected enrollments:
The work completed under this authority addressed maintenance and replacement needs for existing surface parking facilities, and did not significantly change the number or location of existing parking spaces.
(d) Space Utilization Data:
MSU maintains 5,376 total parking spaces for use by students, faculty, staff and visitors. Existing parking facilities are approximately 90-92% full during heaviest use which accommodates some additional surge capacity for events. MSU sells approximately 7,000-8,000 parking decals each year, which includes users with multiple vehicles, replacement decals, etc.

(f) Projected O&M Costs and proposed funding sources:
O&M costs for all surface parking facilities are borne by the Parking Operations Account. New and replacement surface parking facilities are designed to achieve a 40 year useful life, with proper periodic maintenance, which includes annual re-striping, five-year re-coating, and 20-year re-surfacing (two full cycles).
