Reason for this proposal:

Most of the Student Regent's January items were submitted to OCHE as ACTION items for the January meeting agenda. However, the items submitted were instead listed as DISCUSSION items on the January agenda. Technically, and according to Montana's open meeting laws and inferred by our by-laws, "discussion items" cannot be voted on at the meeting that they are presented without public notice of such a vote.
