ITEM 103-2001-R0599 RETIREMENT of Richard L. Haines, Department of Political Science; Montana State University-Bozeman

THAT: Upon the occasion of the retirement of Richard Haines from the faculty of Montana State University-Bozeman, the Board of Regents wishes to express its appreciation for his service to the University, the Montana University System, and the people of the State of Montana.

EXPLANATION: Richard Haines came to Montana State University-Bozeman in 1974 from Purdue University. He was brought on board to begin the process of developing and implementing a Masters Degree program in Public Administration. As a result of his efforts, in 1976 the Board of Regents accepted our proposal for a MPA degree program on campus, as well as the unique off-campus MPA degree program in Helena. The latter, which was called a Regents program, is jointly taught by faculty from MSU and UM to people who are principally in public sector and public-sector related employment in Helena. Since that time, the MSU program on- and off-campus has produced many fine graduates, many of whom are employed in Montana state government and local governments. We are also particularly proud of the fact that the MPA has produced a number of Native American graduates, as well as a large number of women graduates. Currently, the majority of students in the program are women.

For these and other contributions, the Board of Regents of Higher Education is pleased to confer upon Richard Haines the rank of Professor Emeritus of Political Science at Montana State University and wishes him well for many pleasant years in the future.
