Montana University System | Commissioner's Directive
RE: Scholarships
EFFECTIVE DATE: September 1, 2026
Campuses of the Montana University System may not use institutional funds to provide scholarships to students. Instead, all cash scholarships must come from private/philanthropic sources, state funded financial aid, or the Federal Government.
BOR Policy 901.13 – Use of General Operations Savings to Establish Scholarships and Stipend Account will be used exclusively for System Initiatives or financial aid opportunities authorized by OCHE.
This directive will take effect starting with the entering cohort of students in Fall 2027. Students enrolled in the 2026-27 academic year or prior are grandfathered into whatever discount or scholarship they already received from each campus.

Clayton T. Christian
