Proposed Revision to 501.1 - High School Honor Scholarships
Board policy:
1. The Board of Regents of Higher Education
will award High School Honor Scholarships annually in accordance with the
following procedures.
2. The scholarships may be utilized at any unit campus of the Montana University System or Dawson, Flathead Valley, and Miles
community colleges as a waiver of registration and incidental fees, provided
satisfactory academic progress is maintained.

Procedures:
1. High School Honor Scholarship. One scholarship may be awarded to a member
of any graduating class having 25 or fewer graduates. An additional scholarship may be awarded for each additional 25
graduates or major fraction thereof. In
cases where a school has ten or fewer graduates and students in the top 25
percent decline the scholarship, the school may award a scholarship to the next
eligible student with a grade point average of 3.0 or higher.
a. The high school principal must certify to
the Commissioner of Higher Education that the prospective recipient is a
graduate of an accredited high school of the state and has been enrolled in an
accredited high school for at least three years prior to graduation, ranks
within the highest one-fourth of his or her class in scholarship, has a minimum
grade point average of 3.0, has met college preparatory requirements (see
Section 301.7), and is the highest in scholarship of those members of the
graduating class desiring to attend a unit campus of the Montana University System.
b. If the recipient of a High School Honor
Scholarship decides not to enter a unit enroll at a campus of the Montana University System or Dawson, Flathead Valley, and Miles
community colleges, the student should relinquish the scholarship at once. In such cases where the scholarship is
relinquished prior to December 31 of the award year, the high school principal
may certify the next ranking eligible member of the same graduating class, but
such person will be subject to the same restrictions as the original holder of
the scholarship.
c. A recipient must utilize the scholarship
within 9 months after high school graduation.
d. The computation of actual grade point
averages and the size of the graduating class shall be as of the end of the 7th
semester of high school or, in the case of a student graduating in three years,
at the end of the 5th semester of high school. Weighted grade point averages may be used to
break a tie. The student has until the
date of high school graduation to meet the Montana University System college
preparatory requirements (see Section 301.7).

The scholarships awarded shall specify the terms of the award and which fees
are covered.
