Attached is a copy of the tentative agreement with the Pacific Northwest Regional Council of Carpenters (PNRCC).The PNRCC represents approximately 28 employees at UM-Missoula, MSU-Bozeman, MSU-Billings and Montana Tech.Bargaining unit employees have ratified the tentative agreement.

 

The salary and insurance increases under this tentative agreement are consistent with the other craft and classified employee settlements.Wages were increased by 3 percent plus 20 cents effective October 1, 1999; and by 3 percent plus 25 cents effective October 1, 2000.The employer contribution to health insurance increased by $15.00 per month in FY 2000 and by $10.00 per month in FY 2001.The tentative agreement also provides a $1.00 per hour differential for foreman and a 35 cent differential for carpenters who are assigned locksmith duties.

 

The language changes were not very substantive.A new provision was added to deal with emergency campus closures.Employees who are required to work when a campus has been closed because of an emergency will be paid at the overtime rate.

 

I recommend approval of the tentative agreement with the Pacific Northwest Regional Council of Carpenters.

Summary of Tentative Agreement

Modify 1997-1999 agreement as follows.

 

1.�������� Change dates to reflect an agreement from July 1, 1999 to June 30, 2001.

 

2.�������� Article XI, Section H.1Group Insurance

Change the first sentence to read:"The employer contribution to health insurance for eligible employees shall be $285.00 per month for the fiscal year ending June 30, 2000, and $295.00 per month for the fiscal year ending June 30, 2001."

 

3.�������� Article XV, Section A.3Layoff Procedure

 

Change the second sentence by striking the words "within a budgeted department"

 

4.�������� Article XVI, Section BLongevity Pay

 

Change to read:"Each employee who has completed five (5) years of uninterrupted state service shall receive 1.5% of their base salary multiplied by the number of completed contiguous five (5) year periods of uninterrupted service, in accordance with state statutes.Effective October 1, 1999, the longevity increment for third (15-year) and fourth (20-year) increments shall be increased to 2%."

 

5.�������� Article XVI, Section C.Exemption of Wages

 

����������� Delete entire section.

 

6.�������� Emergency Campus Closure.Add the following new provision to Article XVI, Section E:

 

"A President or Chancellor may issue a formal proclamation which closes a campus because of an emergency.Employees who are required to come to work or to stay at work to perform essential functions when their campus has been closed because of an emergency shall receive time and one half for all hours worked in addition to their regular pay.Employees who voluntarily come to work or stay at work during an emergency campus closure are not eligible for premium pay as specified herein."

9.�������� Locksmith Responsibilities:

 

Add the following new provision:"Effective the first pay period following the date of union ratification and Regent approval of the agreement, employees at MSU-Billings and MSU-Bozeman who are assigned to perform locksmith duties and who obtain and maintain any employer required certification shall receive a salary differential of 35 cents per hour.If more than one employee is assigned locksmith duties by the employer, each assigned employee shall receive the salary differential.The selection of the employee(s) to be given locksmith responsibilities is at the discretion of the employer.The employer will give an employee ten (10) calendar days notice before discontinuing the employee's locksmith assignment.Such discontinuance is not grievable."
