Title II, Part A: Improving Teacher Quality Grant Program
State Agency for Higher Education (SAHE): The U.S. Department of Education's terminology for the state agency that manages the Title II, Part A grant for higher education. In Montana, this agency is the Commissioner of Higher Education.
Institute of Higher Education (IHE): The U.S. Department of Education's terminology for the state's four-year universities.
Local Education Agency (LEA): The U.S. Department of Education's terminology for the state's primary and secondary schools and school districts.
State Education Agency (SEA): The U.S. Department of Education's terminology for state agency that manages the Title II, Part A grant for secondary education. In Montana, this agency is the Office of Public Instruction.
Grant Manager: The single point of contact for all program and budget requests and changes for the Title II, Part A grant. The grant manager works in the Office of the Commissioner of Higher Education in the Academic, Research, and Student Affairs division.
Subrecipient or grantee: The primary entity or institution that receives the Title II, Part A grant funds from the SAHE.
Principal Investigator: The Program Director/Principal Investigator (PD/PI) is defined as the individual(s) judged by the applicant organization to have the appropriate level of authority and responsibility to direct the project or program supported by the grant. The applicant organization may designate multiple individuals as PD/PIs who share the authority and responsibility for leading and directing the project, intellectually and logistically. Each PD/PI is responsible and accountable to the applicant organization, or, as appropriate, to a collaborating organization, for the proper conduct of the project or program including the submission of all required reports. The presence of more than one identified PD/PI on an application or award diminishes neither the responsibility nor the accountability of any individual PD/PI.
Federal Accountant: The accountant responsible for all fiscal aspects of the Title II, Part A grant award budget for the higher education agency. The federal accountant works in the Office of the Commissioner of Higher Education in the Administrative and Fiscal Affairs division.
