ITEM 122-2006-R0104 Authorization to Renovate Portions of Cooley Lab; Montana State University-Bozeman
THAT: Consistent with the provisions of MCA-18-2-102(c), the Board of Regents of Higher Education authorizes MSU-Bozeman to renovate portions of Cooley Lab. This request is for a total of $275,000.
EXPLANATION: 1. Lab space in Cooley Lab vacated by relocating previous occupants will now be used to allow an existing Mirco-Biology Faculty to relocate his Environmental Micro-Biology research lab from its current space in the Huffman Building.
2. This project will be financed with indirect cost recovery funds from research grants and will result in no new programs
3. This project requires the authorization from the Board of Regents and the consent of the Governor.

This authority request is for an amount greater than $150,000, which requires the following additional information.
(a) Project description
The work performed under this authority encompasses renovation in two main lab spaces, which will include removing several existing walls, new lab benches, HVAC modifications, painting, flooring, lighting and associated plumbing and electrical work.
(b) Cost Estimate and Funding Sources
· Design $ 45,000
· Construction $200,000
· Contingency $ 30,000
· Funding Source: This project will be financed with indirect cost recovery funds from research grants and will result in no new programs.
(c) Programs Served, Enrollment Data, Projected Enrollments
The work to be completed under this authority will not directly impact university programs or enrollments. It will allow an existing Mirco-Biology Faculty member to relocate from the Huffman Building into space that is contiguous with the rest of the Micro-Biology Dept in Cooley Lab. The Environmental Micro-Biology research lab employees 4 undergrad and 2 grad students on a consistent basis. The new location is expected to be much more efficient and convenient for both students and faculty.
(d) Space Utilization Data
When work is completed, the existing Environmental Micro-Biology research lab will move from approximately 2000 sf in the Huffman Building into approximately 1534 sf of renovated space in Cooley Lab.
(e) Projected use for available residual space
When the space currently occupied in the Huffman Building becomes available in 4-6 months, it will be reallocated thru MSU=s Space Management Process, most likely in some combination to a next research occupant with a portion allowing badly needed expansion for the University Police operations. It is not possible to forecast the mix or the next research occupant at this time.
(f) Projected O&M Costs and proposed funding sources
The proposed renovation work is not expected to increase existing O&M costs at all.
